Which Court Serves East Honolulu

East Honolulu is part of the Honolulu Division of the First Circuit District Court. That division runs from Red Hill all the way out to Hawaii Kai, so communities like Aina Haina, Kuliouou, Kalama Valley, and Hawaii Kai all fall within this same court district. There is no separate courthouse in East Honolulu itself. All traffic cases go to Kauikeaouli Hale in downtown Honolulu.

The Legal Navigator Hawaii page for the First Circuit District Court shows how the court divides Oahu into geographic areas and which courthouse handles each part of the island. East Honolulu residents are directed to the Honolulu Division courthouse for all traffic matters.

The Hawaii Judiciary offers a free public case search tool called eCourt Kokua. It runs 24 hours a day, seven days a week, and you don't need an account to use it. You can search by name, case number, or citation number. Results show the parties, case type, hearing dates, and current status.

Go to the Hawaii court records search page to access eCourt Kokua. Type in the full name of the driver or enter the citation number from the ticket. For traffic cases, be sure to select the correct circuit and case type. First Circuit cases cover all of Oahu, including East Honolulu. The system pulls up basic case info quickly. If you need more detail than eCourt Kokua shows, you will need to visit the courthouse or contact the Legal Documents Branch.

eCourt Kokua does not show every document in the file. It shows docket entries and status. To view or get copies of the actual documents, you need to go in person or make a formal request. Public access terminals at Kauikeaouli Hale are available Monday through Friday from 7:45 a.m. to 4:00 p.m. on the third floor in the Legal Documents office. Call (808) 538-5629 before you go if you are not sure whether the records you need are available there.

East Honolulu Citations and Response Deadlines

When a traffic citation is issued in East Honolulu, it gets filed with the First Circuit. From that point, the driver has 21 days to respond. That deadline comes from HRS Chapter 291D, which governs the Traffic Violations Bureau and the administrative processing of traffic infractions in Hawaii. Missing that window can lead to a default judgment and added fees.

You have a few ways to respond. The fastest is to pay online through the eTraffic payment portal at etraffic.ehawaii.gov. You can also call (800) 679-5949 to pay by phone. Both options work within the 21-day deadline. If you want to contest the citation, you must request a hearing rather than paying. Paying the fine is treated as an admission of the violation, so read the ticket before deciding.

The Honolulu Police Department issues citations in East Honolulu. HPD patrols the Hawaii Kai area and surrounding neighborhoods. Their official site at honolulupd.org has information about traffic enforcement and what to expect after getting a ticket.

Getting a Traffic Abstract in East Honolulu

A traffic abstract is an official record of your driving history in Hawaii. It shows convictions, license suspensions, and points on your record. The abstract comes from the Traffic Violations Bureau at Kauikeaouli Hale, not from a separate DMV office.

The fee for a traffic abstract is $20. You can get one in person at the Traffic Violations Bureau counter, which is open Monday through Friday from 8:00 a.m. to 1:00 p.m. Bring a valid ID. You can also request one by mail. Send a money order or cashier's check for $20 payable to the Hawaii State District Court along with a self-addressed stamped envelope to the Traffic Violations Bureau at Kauikeaouli Hale. The right to access this record is grounded in HRS Section 287-3, which governs the disclosure of motor vehicle records in Hawaii.

The traffic abstracts page on the Hawaii courts website covers the full process, fees, and what the abstract includes. Check that page for any updates to the fee or mailing address before submitting your request.

In-Person Access at Kauikeaouli Hale

Public access terminals at the courthouse let you view case files that are not yet in eCourt Kokua. Call (808) 538-5629 ahead of your visit to confirm the file is accessible at the terminal rather than in storage. Staff can help you navigate the system but cannot give legal advice.
