Second Circuit Court Locations in Maui County
The Second Circuit operates five District Court locations across Maui, Molokai, and Lanai. The main courthouse is Hoapili Hale in Wailuku, which houses the Traffic Violations Bureau, District Court, Family Court, and Circuit Court. Office hours are 7:45 a.m. to 4:30 p.m., Monday through Friday, except state holidays. Counter hours are 8 a.m. to 4 p.m. The outer island courts at Lahaina, Hana, Lanai City, and Kaunakakai are not fully staffed and convene on set days. The Wailuku District Court serves anywhere on Maui except the Hana and Lahaina divisions. The civil calendar runs on Mondays and the criminal and traffic calendar runs Tuesday through Friday.

Maui's Second Circuit Court Structure
Hoapili Hale in Wailuku is the main courthouse for the Second Circuit. The building houses District Court on the third floor in courtrooms 3C and 3D. Family Court is on the third and fourth floors. Circuit Court is on the fourth floor. The courthouse handles the full range of traffic matters including infractions, misdemeanors, and traffic crimes. District Courts in the Second Circuit have jurisdiction over traffic violations, misdemeanors, civil claims under $40,000, landlord-tenant actions, small claims under $5,000, and temporary restraining orders. The Circuit Court at 2145 Main Street handles felony criminal cases, civil disputes over $40,000, and appeals from District Court.
The Wailuku District Court handles cases filed from anywhere on Maui except the Hana and Lahaina divisions. Lahaina District Court serves the west Maui division. Hana District Court covers the Hana Division encompassing Kahikinui, Kaupo, Kipahulu, Hana, and Ko'olau. On the outer islands, Lanai District Court serves all of Lanai, and Molokai District Court covers all of Molokai.

Traffic Citations and the Maui Police Department
Traffic citations on Maui are issued primarily by the Maui Police Department (MPD). Once a citation is filed with the Second Circuit, it becomes a court matter. Under HRS Chapter 291D, defendants have 21 days from the date of a citation to respond. Options include paying online at eTraffic Hawaii, calling (800) 679-5949, visiting the Traffic Violations Bureau at Hoapili Hale in person, or paying by mail. Traffic crimes on Maui, including DUI and reckless driving, require a court appearance at the appropriate District Court and cannot be resolved by payment alone.
Moving violations issued in Maui County will appear on your certified traffic abstract under HRS Section 287-3. Abstracts can be requested at the Traffic Violations Bureau at Hoapili Hale for $20 each.
